5/06. Employment status in the public sector

The report concerns employment status in the public sector with special focus on fixed employment status, such as civil service employment, employment under a collective agreement, and fixed-term employment.

The examination comprises the Ministry of Finance’s State Employer’s Authority in its capacity as centralised employer for all government institutions. Among other things, the report contains an evaluation of the expediency of the framework for choice of employment status provided by the Ministry of Finance. 16 selected government institutions were assessed to established whether they applied the various employment models strategically in relation to the execution of tasks.
