The final reporting: the opinion

The final reporting on an accounting year consists of an opinion, including an audit report, which is forwarded to the enterprise in September after the closing of the accounting year.

Some of the audits will be included in Rigsrevisionen’s "Report on the audit of the state accounts", which is published in November.

Not all enterprises will receive an opinion. On the basis of the annual analysis of materiality and risk, Rigsrevisionen decides which enterprises are to receive an opinion.

The audit opinion includes four elements:

  1. The accounts are correct – that is – without significant errors and deficiencies.
  2. Business procedures and internal controls have been established, ensuring that the transactions covered by the presentation of accounts are consistent with appropriations, legislation and other provisions and with agreements made
    and general practice.
  3. When reviewing the annual report, Rigsrevisionen has not become aware of circumstances, which may give reason to conclude that information on targets and performance in the annual report is not documented and covering.
  4. In the course of the performance audit, Rigsrevisionen has not been given reason to conclude that the adminsitration in the examined areas has not been carried out in a financially sound manner.

Even though an enterprise has received an opinion, Rigsrevisionen may still return to examine the area further, for instance, in a performance audit examination, with focus on efficiency, effectiveness or economy.
